(also i thought it was a dramatized version of gary coleman at first glance :P)
i haven't seen black rock shooter, but im pretty definite about that.

err.. there said that existed a BRS figure with "Brack Rock Shooter" printed on the box (a silly japanese engrish). an artist noticed this "Brack" and made this pun pic.
