it's ModDB bug that's been a while. looks like you "can't" post pictures on all groups because the add button is gone for non-admin members.
you still can use the direct link to the add media page though:
pictures: Moddb.com
videos: Moddb.com
same with the other group, just change the group name in the links. I think this issue will be fixed soon.
