Victoria 2 is a grand strategy game played during the colonial era of the 19th century, where the player takes control of a country, guiding it through industrialisation, political reforms, military conquest and colonisation. Experience an in-depth political simulation where every action you take will have various consequences over all the world. The population will react to your decisions based on their political awareness, social class, as well as their willingness to accept or revolt against their government.

* Governments
- Added Oligarchic Republic government type.
- Renamed Democracy to Democratic Republic.
- Proletarian Dictatorships now have socialist and communist ideologies enabled, instead of just communist as before.
- Presidential Dictatorships now have conservative and reactionary ideologies enabled, instead of just reactionary as before.
- Bourgeois Dictatorships now have liberal and anarcho liberal ideologies enabled, instead of just liberal as before.
- Countries with Prussian Constitutionalism now use their monarchy flag, instead of the default one.
- Countries with Democracy/Democratic Republic now use their republic flag, instead of the default one.
* Policies
- Economic policies no longer modify output.
* POPs
- Bureaucrat cap depending on administration slider setting. If the slider is set at 100%, POPs won't promote to bureaucrats over 2%, if at 50%, they won't promote over 1%, and if at 0%, they won't promote to bureaucrats at all.
- Clergyman cap depending on education spending slider setting. If the slider is set at 100%, POPs won't promote to clergymen over 8%, if at 50%, they won't promote over 4%, and if at 0%, they won't promote to clergymen at all.
- Officer cap depending on military spending slider setting. If the slider is set at 100%, POPs won't promote to officers over 0.4%, if at 50%, they won't promote over 0.2%, and if at 0%, they won't promote to officers at all.
- Soldier cap depending on military spending slider setting. If the slider is set at 100%, POPs won't promote to soldiers over 8%, if at 50%, they won't promote over 4%, and if at 0%, they won't promote to soldiers at all.
* Reforms
- New reform type: Birth Citizenship, and it's two reforms, Jus sanguinis and Jus soli, changeable through decisions. Jus soli increases assimilation rate, but increases militancy in non-colonial as well. Jus sanguinis has no effect.
* RGOs
- Mining RGOs are now owned by capitalists.
* Technology
- New invention, Cotton Gin, which increases cotton output and reduces cotton rgo size, and fires from Mechanical Production.
- Cotton effects taken away from the power loom inventions.
* Decisions
- Added two decisions for Brazil based on Victoria's events, "End Slave Trade" and "Abolish Slavery".
- Added decisions for building College, University, Fine Arts Academy and War College in a country's capital, costing 10 prestige and some funds.
- Added "Found University of Vienna", "Found Hindu College" and "Found Harvard College" decisions for the owners of Vienna, Calcutta and Boston respectively (already done at game start).
- Added "Found Escola Superior de Guerra" decision for the owner of Rio de Janeiro.
