are you using a Photoshop plugin or trace-bitmap in flash?
Its a cool effect, kinda looks like paper cut-outs
I do not use photoshop, only free gimp 2.8. The process is you get a reference image, decrease its opacity and try your best into copying it by hand(no filters or plugins) in another layer(start from general details to specific) with a wacom tablet + lasso tool that image. Later you start using the pencil and smudge tool. Since you never used any filter you will get yourself a unique image, with different things compared to the reference image since one cannot perfectly copy something, and one always include something extra from his own mind. If the reference image is not what you want, but almost, gather several reference images and join then the way you want or use them separately.
Thats pretty cool, I never would have thought to create art in this manner. Very inventive.
