aside from the bloom/emmisive surfaces, what does full graphics settings change? it doesn't even look like you're using texture LODing between the 2 settings.
Take a closer look. Texture size is reduced to 256x256 on minimum settings. Also, no environment mapping, no anti-aliasing and less particles at minimum settings - these are visible on these two screenshots.
And although these shots don't display that, but you can also turn the radial blur effect on or off.

ah, my mistake. I didn't go to the 'original image', instead I was relying on the shrunk gallery image.
and what about model LODs?
LOD is implemented, but there are no settings available for this, so it works the same way on the lowest, and on the highest settings as well.
