Some new tweaks I've made to the multiplayer prototype.

- Added announcer sounds! Can't say no to "KILLING SPREE!!"
- Added recoil and inaccuracy to the weapon. The assault rifle can only be sprayed in CQB situations, or fired in bursts at medium range. It's just about useless at long range.
- Shields now recharge over time, after a 1 second period of not taking any damage. They recharge at a rate of 25% per second.
- Implemented ammo serialization over the network, as well as networked support for reloading. Switched assault rifle over to magazine-based ammo.
- Tweaked the assault rifle. Now fires 15 rounds per second instead of 10 (it felt a bit slow to me before, now it feels much better)
