- The percentage shows your chance of hitting the selected body part at all. critical hits can only achieved by having luck oder beeing hidden while shooting.

the percentage is just the chance of hitting the guy, not critical, critical is always low like i don't know 10% but you can expand it through perks and possibly other means

but i remember in Blood ties mission, i tried to go to find the lost little kid, but instead i found a church with 7 mutants one of them had a minigun o_0, but i was able to kill them all in someway by my sawed-off shotgun;

and after the church i found the another mutant HQ(police station HQ)
and fought some mutants again, a bunch of them =__=

please, are all of you guys lame levels? super mutants a re week **** when you get a bit farther in the main quest. try onclave, there hard untill you unlock power armor. get the expansion op. ancorage and get the t51B+plasma rifle, F*** S*** up with it!
