Smersh is Russian for "Death to Spies" and was the name of a set of counterintelligence agencies formed in the Soviet Army during World War II. Their mission was to secure the rear of the active Red Army by arresting traitors, deserters, spies and criminal cells. During the war these agents became the main force combating the German intelligence service.
As captain of the 4th department of Smersh, it is your job to execute these operations in the heart of enemy territory. Be prepared to complete various tasks, including stealing important documents, eliminating enemy officers, kidnapping high-ranking officials, and sabotage enemy plans.

Russian release was uncensored and every other copy being censored (I'm not sure why this is the case). If you want a non-Russian copy to be uncensored however, the Enhanced Addon's what you're after.
The Enhanced Addon can work with the Steam version (a mod which uncensors, bug fixes, improves the game's atmosphere and was recommended by the GOG staff) ... but feel free to read this comment if you want -- this was copied straight off -3xA'Lu©κy post:

Install the game (no need to patch to 1.1 for a non-Russian game as they are prepatched reportedly), run the vfsTool, and unpack all the .vfs files in your game directory following this method I saw on the internet (if you don't do this I was told files don't unpack/get corrupted):
>select "Open" and choose a .vfs file
> click "save all" and choose your game folder as the save location
> wait until everything is extracted
> hit "Close"
> then select "Open" and choose the next .vfs file
Then extract both the main addon + the English pack to your game directory (overwriting everything).
After that, try to run the "BACKUP.BAT" file and if it doesn't work: don't worry, as this just backs up your files.
The only thing other thing I had to do to make my game not vanilla (i.e. intro videos actually appearing prior to the game's main menu screen, no blood, no mission names on loading screens, etc.) after this was to simply delete the original .vfs files in my Death to Spies folder. After that: the mod worked. Nowhere is this last instruction specified but you have to do this to get the mod to work -- at least for me.

Incase anyone is having problems installing this MOD PLEASE follow these instructions instead of the one listed above as they did not work for me but the ones below did work:
Remove all the folders inside Death to spies file directory and only leave the loose files, including the .vfs files
Now, open the vfstool.exe click on "open" and select ONE of the .vfs, for example Levels.vfs now click on "save all" and select the main directory of Death to Spies, when finished it will create a folder named "Levels". Click on close and repeat the process with the rest of the .vfs.
When you are done, extract the mod and replace files, then you do the same with the english path of the mod.
I recommend you don't extract the "sounds" folder from the mod, it sucks.
When you are done, remove all the .vfs files and run the game.
