USB Keyboard/Mouse not working through Rear Usb Ports Thread

Recently, I've been having an issue where my mouse and keyboard will stop working. The lights stay on but they become unusable.
They work fine when plugged in through the front usb ports, but require a system reboot to work through the rear ports.
To test the rear usb ports I plugged in a usb drive to see if that would work. The usb drive was also fully functional through the rear ports but the mouse and keyboard did not work.

Has anybody else had this issue/Know how to fix it?

Windows 7 64 bit
8 gigs RAM
Intel i5 3.10
AMD Radeon 6850
