Can you do 2D animation? That style is going to require every frame to be drawn. It's a tall order considering number of different characters and different actions for each characters. So make sure it's something you can do and rather quickly. If you can't, you might have to change style to vector art or 3D.

Once you sort that out, write a design doc then look for programmer or learn programming.

While I'm not sure if it's the best place to start, there are some decent tutorials on the basics of C#. It was written with XNA in mind, but most of the information is generic enough that it might help.

Now, personally, and I do get flack for saying this, but I think the best place to start would be game maker. You can download 8.1 for free (there is a newer version called "studio" but I've never used it) and that, imo, is the go-to place to learn the ropes of programming. Yes, it is basically "babies first game engine", but that's why it's a great place to start, you can do some good stuff in it with a little experience. It's pretty easy to learn the basics of how a game is put together. While you might detest the idea, making clones early games like Pong, Breakout, Space Invaders, and perhaps more complex stuff like Mario, is a great way to learn the basics.
