Mod Ranking Lists? Thread

1: How do the mod rankings work? For instance, Moddb.com this mod is ranked 75th at the moment. I assume it's simply the score (this one has a 9.5 of 10, so I can imagine it being pretty high on the ranks), but I'm not certain.
2: Why doesn't clicking on where it says the mod's rank (75th, here) bring up a list of the highest ranked mods?

Newbie questions, I know, but I'm a newbie and thus I feel that I am excused.
