OK, so this has barely been developed, but I have a rough idea of what I think this game could offer. I have no idea what I would name it, but it would be a gun-heavy game, with many mechanics relating to that.

Twin-stick shooter controls
I feel MOBAs should of done this from the start, mainly because the games aren't actual RTS games anymore, and therefore the controls get very clunky. If you have twin-stick shooter controls like AirMech, you involve the player more, and make every attack a "skill shot" instead of this boring continuous animation that plays for you. Not twin-stick like Dead Island Epidemic (or DIE, funnily enough) because it's not as responsive and as fast paced as AirMech. The controls should be: WASD + Mouse: move + aim, Left Click: Fire auto-attack, Right Click + Middle Click: character specific abilities, Q: switch weapons, E: activate thing (I'd like very intractable maps), R: reload (more on that later), F: special alternate item ability (will be explained later), and finally C: crouch (all shall be explained). With abilities, I think it would be cool if it had the system kinda like SMNC, where you had a different set of abilities for the two weapons you had.

Military/Dieselpunk theme
Well, this is a gun game, so why not? I wouldn't want this game too serious, as I'd like some pretty awesome weaponry and characters (robots and aliens, laser gatling guns etc.) without having to be restricted by this "Oh this is serious guy's, you've got to make this as serious as possible". I loved how they tried this with Merc Elite, but I'm also sad that MOBA is going, because it had a lot of potential.

Inventory System/Weapons
No, not like DotA's. More like DIEs with a preset loadout. Unlike DIE, however, you don't have to unlock and craft your own weapons. Instead, you have all the weapons available to you, and you can pick any loadout you like (that is, a main, a secondary, a special alternate skill such as a grenade, healing item or even throwable camera, and an armour set. More on armours later.) The catch is each hero fits within a certain weapon class, which only allows them to pick weapons within their specific weapon class set. For example, a sniper could only choose from snipers, a heavy could only choose heavy weaponry, kamikazes (or assassins/carries) only light weapons but being able to dual-wield etc. (No-one is restricted on what secondary they take). The final thing with these weapons is they have limited ammunition. Yes, auto-attacks and abilities will have ammunition replacing mana. No, you don't have to buy ammunition or special alternate item pre-game (but you can buff the amount you can carry at one time ingame, more on that later), but you do buy the munitions ingame with the money in a match. Certain creeps and enemy players can even drop munitions, which you can pick up and use for yourself.

Day/Night system
All of these are awesome mechanics that I would love to see used more in other MOBAs. DotA 2 is the only game that seems to be game (that I can think of) that uses this mechanic, and furthermore has heroes actually based around this mechanic. I'd love to do the same thing as it really brings in this extra depth into the game, having night restrict some players sight, while others could see clearly at night, and having vice versa for day. I'd even like flashlights being brought in, able to give much better sight during the night and allowing you to see in shadows (shadows are to be elaborated on) but revealing your position to any hiding in the dark.

Cover + Crouching, Hills and Shadows
The hiding system in this game should be complex. I need to go in depth into each factor of the hiding system.
Cover + Crouching: players should be able to crouch with the C. This will make the player able to hide behind cover, making them both invisible to anyone on the other side and bulletproof to anyone on the other side (that is, as long as the cover stays intact). The player should move at a slower pace and be more accurate with their shots. Cover cannot be completely exploited by the persons taking cover, as grenades and some abilities can go past/over cover.
Hills: Like other MOBAs, if you are at the top of a hill, you can see down. However, if you are at the bottom, you cannot see the top. Unlike other MOBAs, it's not exactly like that. There is a small part at the front of the hills edge where the people at the top are visible from the bottom. The people at the top cannot attack people at the bottom (and vice versa) if they are not standing in that visible area. The benefits for standing in that area and shooting down, however, is the people shooting up to you have a higher chance of missing, whereas the people at the top have a higher chance of hitting. Throwable cameras can be used to see what is above that area, however, and will rid both parties of their buffs/debuffs.
Shadows: Shadows are like the bushes in LoL, as in you stand in them and are invisible. This can easily be ruined by someone who has a flashlight and reveals the whole area (within the cone of light of course) and throwable cameras (they'll have night vision). There are always considerably more shadows at night then there are in day. Also, a benefit to shadows is they'll give you a damage boost to the first hit you deal to someone who hasn't noticed you in the shadows.

Armour sets
SMNC had this cool idea of endorsements, which basically were these little buffs you could get in if you played enough matches. The problem with that is they didn't have any severe repercussions for equipping them, and if you were a newb to the game, you didn't have any. Well, with this game, everyone starts with 5 randomly generated armour sets. Each armour set will give you both a buff and a debuff, for example "do 20% more damage, but take 20% more damage" or "move 10% slower to get 10% more health". You can earn more while playing through, but there will be no armour sets giving outright benefits and all sets will be balanced.

I haven't gone any further than that so feel free to leave any improvements and ideas of your own. Character designs would be cool as well.
