How I create my Strategy GAME MOD? PLEASE HELP Thread

hello everybody!
i just new in Game/MOD development and i want to build my own MOD from a Strategy game. The question is:
- where i find a good strategy game engine like Army men RTS or C&C generals?
- I have make on Maya some buildings and vehicles for use on the mod, but i dont know how i begin to create this mod. how I do it?

The main question is the number 1 (where i find a 3D strategy game engine that gives support to 3d rotation, like the army men RTS or C&C generals)

The easiest thing to do is not to get a whole engine, but to instead mod a game like C&C Generals. This means anyone with the game can download and install your mod, and play it without you needing to ship a whole engine with it.
