Free Mod tools anywhere? Thread

I NEED decent mod tools, but really dont have the budget to buy any of the pricey software for modelling. I;m planning to make a mod using deus ex, invisible war, or the original deus ex, but if there is another fps with easy to use tools, please tell me. Main problem=where can I get free mod-making stuff....anyone?

modable games provide free tools. google it or something. if you dont know how to type "Deus Ex Mod Tools" into a search engine, then how are you going to modify a game?
