Fixed position for text format bar. Thread

When writing new article for a game, it'd be nice if the formatting tools were in a fixed position at the top. If the post is relatively long and you have to deal with a lot of editing (perhaps from doing a copy/paste), having to scroll up all the time can be a bit annoying. An example of this be found on Wikipedia when editing a page. As you scroll down, the formatting tools are always at the top.
