To be honest, there is no easy way to mod. It requires dedication.

You'll need to create custom maps.
You'll need to create custom textures for those maps. (But people usually skip that and use the default textures with Half-Life :P)
You'll need to create custom models for creatures, items, weapons, etc.
You'll need some sound effects to add depth in your mod.
And most importantly, a coder to sew the whole thing together.

Learn as much about each of these things as you can. Do lots of reading and research.

yeah, it's unfortunate, but you'll likely need to build a team inorder to accomplish any semblance of a decent mod.

in so far as learning about moding, check this out: Developer.valvesoftware.com

what skill do you have, mapping, modeleing weapons or characters, or coding. You need to be able to do something first. Then you would want to try and look up all the other stuff so you will know what type of things people would have to do to make the mod complete. Like what type of maps would someone need to do, like a city map with... etc... that is a good start. Then you can find people that are interested...hopefully...and you can take it from there. Find a website designer that can make you a website where there would be forumns to keep in touch with your team mates and other people with ideas and etc... make sure you know what everyone is doing. Most important is the coder. I think that is the hardest person to find. Then you can probably take it from there
