While I really enjoyed Fallout 3, New Vegas highly disappointed me. In Fallout 3, I enjoyed making overall good characters, which was not difficult after a bit of practice. Meanwhile, in New Vegas, in order for my character to be good at one thing, I have no choice but to accept crippling compromises on other statistics.

Other people may call this viewpoint unchallenging and too easy, but I simply strive to make the best, most powerful character possible. One of my friends, for instance, prefers to make his characters limited so that when he is victorious in combat, it is his own skill that brought him through it. There's nothing wrong with that, but I prefer to expand my character to massive capabilities, to the point that they are basically playing god.

So, what I'm looking for to do this is a simple mod. I need NOTHING else, except for these tweaks:

1.) Formula for skill points each level needs to be changed from 10 + (INT x 0.5) back to how is was in Fallout 3; 10 + (INT x 1).

2.) The Educated Perk needs to be changed from 2 extra points each level to 3 points, like it was in Fallout 3.

3.) I would HIGHLY appreciate getting a perk every level again.

BONUS: I would also appreciate the Almost Perfect perk added back in, but that isn't necessary.

There is one more little snag that I think is surmountable: I want this for XBOX 360. Yes, I'm pretty sure it can be done. I know you can do it through game saves, requiring no modification to the console or it's firmware/software. These modifications can be done through a game save, and using the program Modio you can authorize it to an XBOX account, and it will accept it. That is, unless this method only works on Fallout 3, I don't know if it works on New Vegas.

Also i think the method you mentioned should work, considering both games use the same engine (gamebryo)

Same thing over here.
The game didn't seem as fresh and interesting as FO3. Must be addition of the large groups of people and civilization, which is totally against the idea of a post-apocalyptic genre.

Just cheat your way to perfect stats, no need to make a mod for it if that's all you want to do, as you can modify your stats using the in-game console.

NV takes place 204 years AFTER the apocalypse. Civilization has begun to rebuild, if anything Fallout 3 got it all wrong and decided to take the easy way out and have the game take place 20 minutes after the bombs fell (well it seems like it anyway).
