CoD4 Dedicated server maxclients issue Thread

Hi, can someone tell me what to do, i cant make server for more than 10 clients, when i use command set sv_maxclients at my console server pops that:
]set sv_maxclients 11'11' is not a valid value for dvar 'sv_maxclients' Domain is any integer from 1 to 10

Any advice?

from what i remember you have to set the variable first
ui_maxclients

but that maybe for a cretin number

cant you just change it from the .cfg and then reboot the server?
