Cel shading lwjgl? GLSL Thread

I have looked everywhere everything i find does not work i may be doing something wrong but i don't know.

I try'ed this one and it didn't work Moddb.com
Am i supposed to do something special for cel shading cause all i am doing is loading the shader.

I like the NeHe tutorials.
They are very helpful and helped me a lot learning openGL.

It's C++ with OpenGL's core library, but I think you can understand it and rewrite it with java.
