Have you placed the .exe correctly in the game directory?
How do I do that
Depending on where you have the game installed, the game's main directory should be "Grand Theft Auto Vice City", and in there should be the game executable labeled "gta-vc.exe". Place the 1.0 version in there and it should replace the original exe.

I extracted the file and i only saw the \city and read me which and what type of nonsense is this olodos
It only has the 1.0 nocd exe, you were probably going to pirate the game won't you? Well get it somewhere else this is for downgrading the steam version
