It works on my systems when the following conditions are met:
Installed into 'The Ultimate Collection' Edition of Command & Conquer
One copy of this file next to each EXE file of the UC Edition
System is Windows 7 64-Bit using AMD A10 Processor
System is restarted after installation
When in doubt, run games as Administrator.

This is a DLL file, failure to install correctly and misuse may in extreme cases lead to breaking your machine. I didn't make this file, I only know it works for me and it should work for those using the same system type as me. My system is custom built. Do not install if you don't know what you're doing.
I know the instructions are vague, but this is for specific people, people I know.
