when I download it ParticleForge 3 does not work when i launch the .exe file my pc says ParticleForge.exe has encountered a problem and needs to close. can someone help me with this?

I cant get it to open. It says their is no data in the file.
I have modded some simcity & citiesxxl games but This is my first time trying sins. I have Sins of a Solar Empire Rebellion 1.0.1.0 and every is working except the Developer Exe, it claims it needs an fmod.dll. some one please explain what and why. thank you!
