Installation Instructions:
Copy CWE and CWE.mod from the CWE.zip file to the mod directory of your Victoria 2 Program File.
CWE requires Victoria 2 Heart of Darkness Version 3.04 which includes the beta patch. Please delete your map cache prior to starting a new version of the mod for the first time.
CWE music files:
I separated the music file from the main mod file. This was because the zip file size was reaching the Moddb size limit. You can get the music file to attach to your main mod file from here.

While the Moddb file will give you big changes between versions, you may still feel that you wish to follow the mod more closely so I have made a Github Repository with the mod where you can download the most up to date Dev version of the mod. However as it may be updated frequently, you may have to download the lastest Github version multiple times for small commits like bug fixes etc but what you will get will be the most updated development version of CWE.
Notice:
Some people have asked whether not being able to justify war is a bug. It is not. The ability to justify war is tied to ruling party war policy, government type, world tension levels and being in a war. So unless you fulfill at least one of those conditions then war justification will be possible.
Social Corruption can be reduced by increasing literacy (above 25%) while Government Corruption can be reduced by increasing admin spending (above 70%).
Development levels are determined by the literacy rates of specific provinces (above 25%) and whether the province has a large enough population. Provinces that have less than 30,000 pops will always be extremely underdeveloped. Increase your literacy to increase your developmental levels.

hello, when forming the indochinese union as vietnam, the decision does not annex laos so now you're stuck in a awkward position where laos is your puppet but doesnt get annexed into your country

This is strange, based on the code, the decision should send the annexation event to them.

North Vietnam has localization issues with party names. Is there a unification event for South Vietnam?
Yes if you can annex north vietnam or north Vietnam ceases to exist.
There's zero colonial migration, is this by design or is there a way to encourage it?
Additionally, when Mozambique is released by event when Keep Colonial Possessions At All Costs is active, the northern half of the country remains a colonial state. Is this also by design or can it be fixed? Not sure if a natural release with KCPAAC prevents this, whether Portugal fights the war or not.

Can you see if you can tweak the mobilization percentages (or tell me where to tweak it myself)? I am testing with North Korea and gain 200%x(the number of brigades) stating that 80%+ of my population can be mobilized. This completely breaks the mobilization pool causing it to instantly shoots to 100% percentage with no added conscripts.
A solution I've found partly works is setting recruited units from 3,000 to 1,000 simulating 1,000 teachers, staffs, etc, etc to create 3,000 soldiers. Not perfect, but does create large mobilized professional forces as intended.

Formed ASEAN, your mod allowed me to integrate Thailand, Malaysia and Singapore, but not Myanmar, Philippines, Brunei, Papua and Cambodja. Ofc, all of them was in my sphere, played as Indonesia. Should i wait or i cannot integrate more? I seen phantom decision(idk how to explain, it was but nothing happened when i clicked it) to integrate Philippines tho.

Added more start date is a nice addition, maybe added the event where McArthur almost nuked China 😁, or maybe just maybe, a World War 3 start date my friend, consider it an alt-history sub-mod or anything, either at the end of the cold war or post-cold war, just my thought. I've seen the global wars in this mod, and its wild
Whenever I try to force an early election, "debate" pop-ups don't show up at all. Is that a bug or did you disable "debate" pop-ups for this mod?

you’ll need to create them from scratch unfortunately . I deleted the files back in 2017 before the first version of the mod.
Just realized something that the old save files from 1.10 are no longer compatible, it just crash when clicking on it, i don't mind i could still use the old version, but a damn shame i coudn't continue my campaign on this version
Yeah 1.11 is not compatible with 1.10 due to changes made to the map provinces

As China, getting the decision to transfer Hong Kong doesn't occur when the Franco British Union is formed. Only manually triggering the necessary event grants Chinese core on Hong Kong, and manual transfer and release makes it a Special Administrative Region.
This is a great mod though, very detailed. :)

I apologize if someone has already notified you of this problem. Sometimes when you click on a province it sometimes clicks on an army one or sometimes two to three provinces away from the province you were trying to select and the only way to click on the province is to tell the army to move over to another province to click on the province you were trying to click on earlier. I have never noticed that with any other version of the mod. I know its a bit of a nitpick but after a while it does get a bit annoying and I thought it was best for you to know. Great mod overall.
It is probably due to a map position error for some of the provinces. I’m not good at province modding so I’m afraid I can’t help on this.

Great mod, a few new bugs in 11 :
-State of emergency decisions get auto disabled one day later
-Major creditor nation -90% loan, member of eu investment bank -30 loan, and principal member of eu investment bank -30 loan, leads to negative interest followed by a crash IF a loan is taken.
And the classic since forever :
-Puppet / claim province war justifications get disabled and removed without a clear explanation. The option to generate these justifications AGAIN re-appears if the country ( which lost the claim ) starts a random war with any one.

Hi, i can't seem to form CANZUK/Imperial federation because i don't have the modifier "leader of the commonwealth", i have seen the AI get it and get the decision to change the commonwealth's focus, and get the bonuses of the commonwealth but i don't know how to get it, i made a reddit post about it recently and i didn't find an answer. Otherwise i really really enjoy this mod, thank you so much for keeping the Vic2 community alive and well even after all these years

when i put mods files in Documents\Paradox Interactive\Victoria II\mod mod doesnt work!
and when I put them in C:\Games\Victori II Heart of Darkness\mod the games startup has crash!

Why isn't Italy's population more communist at the start date/why are there no options for operation Gladio? Also, why don't the majority of countries use the first past the post system?
Setting communist support is only possible via events and cannot be done on day 0. The event for Italy’s ideology composition has not been created yet. I don’t know anything about operation Gladio. From what I know, most countries do start off as first past the post as a default unless they are not fpp historically.
