Another update, this time a pretty big one, and one the i'm pretty happy with all things considered, read the changelog in the description to get the details.
[AoE 1.6 Changelog]
General Changes:
-The map has been in large parts redrawn, but shape has been kept in mind
-Slight region changes in Scandi, baltics and around urals
-New loadingscreens
-Implemented CleanUp from v2me (Credit to Dr). Things such as ghost units and other bugs should no longer be an issue, and a proper vassal interaction menu has been added, all at a minman framerate loss
-Starting african cultures changed slightly (Credit to Jupiter)
-Estate Rework:
-Church influence impacts conversion chance, lower levels grant consciousness
-Gentry increases pop consciousness on higher influence
-Nobility impacts craftsmen promotion, influentian and very influential decreases it, and marginally influential and irrelevent increases it with a strength of 20% and 40% respectivly of your NF. Some modifiers on nobility are also changed
-Higher Burgher Influence increases Artisan Promotion now
-Max mob size you can get from army influence has been lowered to 2.5, army influence no longer impacts unit starting expirience and the overall modifiers on it have been lowered, along with the supply cosn debuff. High army influence grants a negative culture tech research time of -15% at highest. Highest Army Influence grants the player the ability to recruit up to 6% soldier pops, while having irrelevent army allows taking the "army works" decision which in return for a 6 year debuff of -20% to land org and org regain give you either economic+craftsmen promotion buff, rp/education eff buff or a we decay buff for 6 years.
-Beurocracy influence on it's 3 highest levels grants negative research time to all techs, it also increases 'crat promotion
-Changing estate influence reforms won't impact pop consciousness or militancy
-Other Reform Changes:
-Serfdom reform grants +2% mob size
-Executive branch reform scale sp points gaind and diplo point gain now
-Promotion Laws renamed to Career Progression to avoid ppl's confusion of it anyhow impacting pop promotion
-Max conscription laws grant a debuff to education eff. among other things now
-Fuel requirements for building stuff have been removed
-Beurocrat salvage decision has been added
-NV modifiers have been nerfed particualry order's brigade starting expirience
-Triggerd modifiers from puir that impact larger nations have been removed (likely will be removed entierly in a future update)
-Most European straits have been made into canals, exculding giblartar and danish stratis
-Readded the dover strait (not a canal)
-Added a canal for New Orlean and the mississipi river
-Swedish parties have been added for scandinavia
-Philosopher court estate policy now icreases pop consciousness
-Added more estate policys to major country's parties that didn't have them already
-Fixed the claim emperorship cb not being available for bavaria during austrian succession crisis
-Total conquest cb available in mp post 1800
-Great Wars or Continental Wars trigger post 1745 instead of 1730
-Added additional NF for slave exploitation, shipbuilding, forced assimilation and militancy reduction
-Added a native core removal decision for new world civs
-Returned Leader Recruit Cost to 20
-Mass rev recruitment invention now gives +1% to mob size instead of +2.5%
-Increased cav supply cost
-Decreased the amount of defence stats cav gets from 1730 onwards by 0.5
-Jacobin parties should always have a protectionist trade policy now
Flavor Changes:
-No german nation has the other german culture accepted (so nations with NG as primary don't accept SG and vice versa) cultures are regained after HRE is dissolved
-Added small Mexican flavor
-Added small Brazilian Flavor
-Added Small New France Flavor
-Viceroyalty start in their historical setup now, for an increased number of viceroys you have to select the colonies released startdate
-Changed The Way Louisiana Purchuse works in-game, Usa gains cores and 15 infamy, and France can simply decrease the amount of infamy gained by 5 if they accept the money.
-France is now limited to the middle reform at max in church and nobility influence tab instead of the first 2
-increased French Starting army by 6 brigades (one mobo stack)
-Colony annexing decision has been replaced with the "invest in New france" decision
-ecole militaire decision for france increases their career progress reforms by 1
-Spain can take the reforms of charles iii decision regardless if they own belgium and south italy, however taking it while not having those areas owned will not grant you the accepted pops and cores. it will also release additional substates from your colonies in america
-Spain's renovate the armada decision now grants it a short buff in naval tech research instead of giving a modifier
-Spain's royal military academy decision increases it's army influence by one now instead of giving a modifier
-If spain takes the habsburg route they can form the habsburg empire (this is disabled in mp)
-Kicking the jesuits out no longer gives a education debuff
-Spains's colony's oob has been redone
-Scotland no longer starts as a puppet of england
-England's decisions related to industrial revolution has been removed and replaced with new flavor regarding whig supremacy
-Whig party for GB has been given cameralism as an economic policy (state capitalism)
-Taking the jacobite route is done by denying the act of settlement now, an event that happens one year into the game, it is also much more obvious what the event does.
-decreased the amount of starting soldier pops for england
-added an additional mobo stack for england in america
-Eng/Gb can gain cores on THC now by 1745
-Savoy can sign a treaty of perpetual peace with spain (provided both are players) that will prevent savoy from being able to form italy or get south italian as accepted
-Austrian decision giving it admin eff buffs now give either small assimilation buffs, slightly raise their literacy or give them education eff bonuses
-Theresian military academy decision raises austrian army influence by one instead of giving it a modifier now.
-Austrian standing army has been increased by additional 20 brigades (2 metastacks) making them stand at about 58 briageds.
-Transylvania has been made a austrian spherling instead of a puppet
-Transylvania can either form hungary or romania but it won't have both cultures as accepted upon forming whichever tag they choose
-Hungary is no longer a puppet of austria, but is directly owned by them.
-Prussia's soldier king reforms decision allows for recruiting up to 6% soldier pops
-Prussia's standing army has been increased
-Returned Prussia's colour to how it is in vanilla for sphere visibility's sake
-Redone the Swedish decision concerning gustav's coup
-Sweden now has to occupy moscow to get the dethrone peter cb
-Danish Standing army has been increased by an additional metastack
-Redone Bavarian Flavor in it's entierty
-Ottoman Flavor concerning cores on hungary has been reworked entierly, it is now spread out among a couple of decisions that give cores on idividual states instead of being able to core the entierty of Hungary only if you controll all their cores.
-Hetmanate has been annexed to Russia
-Zaphorozie has been made a sphereling of Russia instead of a puppet as it was a condominium under joined polish-russian control.
-Russia can sign a treaty of perpetual peace with either plc or turkey. One will prevent russia from getting ruthenian as accepted, as well getting as cores on ruthenia, the other prevents getting cores on the northern coast of the black sea.
-Russia is split into 2 tags Tsardom of Russia and Russian Empire, the tsardom possesses flavor meant to help out a player that completly lost on the european front, imperial russia's flavor is retained to how it looked for normal russia before the change. Cores and buffs gained through unique tsarist russia flavor will be removed upon forming Imperial Russia.
-Russia's standing army has been increasesed to about 70 brigades
-Russia's lr is restored to 35
-Russia can get rid of it's starting mil debuffs if they occupy the nyen and narva
-Tsardom of russia cannot trigger the polish partitions
-Russia gains it's tech school through the build st.petersburg decision now.
-Persia has been given new flavor
-Mughal collapse reworked eniterly, mughals now start with a big amount of substates which after 1707 will start releasing themselves if they have 30% civ progress or are in a great power sphere instead of collapsing with event land secessions
-If a mughal substate owns a treaty port and is released through the gp sphere, it will give it's spherelord the treaty port
-Some reworks for afghan flavor and small changes to marathan flavor
-Changed the war revolution works. Upon becoming revolutionary you gain a org debuff for a couple of years if you survive this period you're given a parmanent +1% to mob size
-added events about the revolition and jacobin ideology in general
-spread the revolution cb now acts as a cut down to size cb in addition to changing the government
-lowered the infamy gain from the rome pope event
-PLC will now loose it's cores if it stops existing/is partitioned and duchy of warsaw will gain cores.
-Added additional italy flavor to gain cores on dalmatia etc
-Napoleonic France can now create the confederation of the rhine, which will create a vassal out of any german spherlings. A player spherling will become the confederation. Doing this will Dismantle the HRE

I have a small question: how do you play as the Latin Empire? I was looking at the decisions for the PAP and saw references to it but I can't seem to find how to get "The Treaty of Ouchy" and the latin empire flag necessary to see/enact the decisions.

there's a settings file inside the modfile, if it overrides your stuff just delete it

u can get extensive cores as france with napoleon and there are cb's to remove rev government type for monarchies and spread the rev for rev countries. That's prob as far as i'll go with it

depending on whether you download from actual github or github releases you can encounter some unfinished content or content not present yet on any official releases. It may also be a bit more buggy, generally though, proper releases on github are the same as moddb
the mod is good, but Frisian culture is pretty much non-existent.

likely a problem with the settings.txt file in the mod file, you can yeet it and it should be fine
