I tested it and it is great.
In fact this seems quite realistic:
Vanilla settings make Degtyarev run 100 meters in 10,8 seconds.
Even most of the well trained athletes are not capable of doing so, especially with a 20kg backpack, heavy gear and boots and a weapon in their hands.
This mod reduces running speed for 100 meters to 15,6 seconds.
Every Bundeswehrsoldat (german foot-soldier) has to be able to do a 100 meter sprint (without gear!) in 13,6 seconds or less.
So I ssume a top class special forces member like Degtyarev could very well be able to do a 100 meter sprint with gear and added weight in 15,6 seconds.
And it also feels very good ingame, not too slow.
