Gotta Go Also Slow addon

I tweaked the Grok's Gotta Go Fast mcm script so you can set the sprint speed lower than 1, at default is set at 0.9 that i think is a good compromise, not too fast, not too slow, just almost perfect human sprint speed (you can see me walking at almost the same speed npc do in the video below)

This involves dogs and almost all mutants reaching you even tho you are sprinting in the opposite way, this is intended so encounters can't be avoided which is in my opinion the reality of things in stalker
