Well, I *think* you can replace the sound files with the Russian sound files but you should keep the names of the original files from the mod though. There are probably sites where you can download the Russian sound files
I don't know much of how it works, with modding and editing sound files (Editing sound files of the Casus Belli mod for the game RUNNING WITH RIFLES crashes the game as far as I experienced it, so no Monolith voicelines for Taliban faction :<)
Edit: I did managed to replace the Taleb sound files with Monolith sound files today)) I only was too dumb before

Интересный аддон, захотелось даже разбавить русскую речь украинской немного, думаю было бы аутентично, но аддон конфликтует с Dux's Innumerable Character Kit Voices Pack и заменяет 57 аудиофайлов. Может сделаешь патч или исправишь эту несовместимость? Было бы вообще идеально, но и в таком виде хорошо, десятку влепил авансом!

Насколько я помню есть аддон который добавляет неиспользуемые русские анекдоты, но я его не добавлял в этот мод

Its pretty convienient. Now my reputation will be much better because i don´t have to shoot the next guys who randomly whips his fckn harmonica out.
