Well I finally decided to email Pioneer entertainment about the Hellsing mod. Herer is that email. I will post thier reply if none is given the mod is a go ahead.

I am not aware of your copyright legalities, but I would like to propose a question.
We at Pojo Mods, an American Mod making team for Half-life 2. If you are unaware of what a "mod" is please let me explain. a Mod, stands for Modification. We are altering the files of Half-life 2 to create a new game. However we have chosen a theme for our "mod" that needs your, or whoever has the copyrights for Hellsing. We need your permission to use the characters and the name for our modification. This "mod" will earn no money, and might even be a way to inspire players to buy Hellsing and Pioneer products. Please know that this is an active project and we hear no weord we will assume that this is an agreement, and will go ahead with the project.
