It gets worse when each click on an upper layer connects through unwantedly to the layer below. You quickly learn you have to build top down. Which means the lower levels are done whilst squishing the view down below the previously layed out layers. FUN!!

Navmeshing in the New Vegas engine is not fun. Here is a shot of a ludicrously complex level, fully navmeshed. 10 hours of slogging there.
