A small city under the earth, once filled with lunatics, now with Ghouls, that were born from the leaked radiation from a Vault inside the city. Was the leak intentional, or just a natural disaster?
The Underground City has it owns generators, a canteen, living quartes, an observatory to see the outside world, police station to keep the order, a jail and even a small industry and some secrets to be revealed...
