Actually, it is the same model, just has the texture applied to it.
The reason the blades are done with the effects is to save on game resources. The fan blades have a special texture applied to them called a normals map, which allows the appearence of there being actual blades there (as the light thinks that there is a difference in the surface geometry), but without actually wasting polygons to generate the blades. Trust me, you cant tell the difference.
