could do both.

could keep the fence with the chain-link and "razor wire" on top, then add sandbags behind the base as an upgrade which increases the armor level on the fence. that's not outside the realm of realism

This is an early design for the Fence, which was created by Hendrix. Once it is optimized, we are considering losing the sandbags and adding barbed wire on top, for a more classic look.
