That's the storm song guy from the windmill in Kakariko village I know that music box anywhere lol, also isn't he meant to be wearing it? Skyrim probably doesn't allow that.
Yes in OoT he wears it, but it would be stupid if he is sleeping with his Music Box at his back :P
you should see if you can make the music box "useable" and have it play the original windmill music
