Man your awesome, wondering how the player would use this and how viable it would be. AI don't really have complex scripts for the patrol routes so to get this baby in a place and then blow when theres some kind of meeting taking place or a barracks where NPC's sleep, seems out the question. So that leaves gathering a bunch of enemies and luring them into a trap. I love the idea and being able to be a technologyfreak of the future, so regardless of its viability I like it.
Yeah, it would basically work similar to the LAM in proximity mode. The main difference being that the IED is remote detonated by you. And of course you have to construct it. :)
