This looks like the bastard child of a Vor'cha, a K'Tinga, and a Federation Intrepid ... what's it's role?

It suits it's role and fills it well! Never fear ;-)
To cut it short, Its somethingnew. ST is not about movie, its about the fan continuum, and new creations should be welcome.
Background: K'Toch'Vah (the final five) is the last ship in the line. There were five predecessors; D-4, D-7, K'T'Inga, tam'Hegh, Vorcha. Although sixth in the line, K'Toch'Vah is the pinnacle and sum (five) of all the other ships of this class (final). The next generation will start anew, a "phoenix" per say.
What's interesting is that the K'Tinga is in the TMP era and the D-4 will eventually go into the ENT era. The D7 will debut in the TOS era and the tam'Hey will soon be in TMP.
Like the K'Toch'Vah, The tam'Hey is an original design. It will make it into the screenshots soon.
