By "the root folder," you mean the folder it's installed, such as "C:\Program Files (x86)\Steam\steamapps\common\Sniper Ghost Warrior 3" correct? Sorry if it's a dumb question, I'm not good with terminology.

Yes. The installer will do some checks and warn you if it isn't installed in the correct location.
