Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
There are not many things that produce such profound feelings of terror and fear as the sight of a comrade's face exploding into a mass of red mist, followed by the delayed sound of a high-calibre rifle shot from far, far away. The ECA Heavy Snipers are long-range marksmanship experts and masters at this particularly insidious combat style. Armed with a high-powered AW50 anti-materiel rifle, these elite sharpshooters can cause catastrophic damage to personnel and light armoured vehicles alike once set up. Due to their costly equipment and extensive training, skilled sharpshooters have become a rare asset for the Europeans during the war. The UK Special Forces command still has the capacities for large scale sniper operations and lends its services extensively to General Charles Cutting of the British Army in support of the war effort.
So in 2.0 the Heavy Sniper will be Charles Exclusive?

The snipers have different hats, so I guess they have visual variants similar to Felin riflemen.

IMO ECA Heavy Snipers should be an "update", like with other factions(USA Pathfinders for ex)= to get them player should select a Spec Ops drop generals power.
For a real heavy rifle, you should have used the Anzio Iron Works 20mm anti-tank rifle.
