In Colony Wars all Miners are now amphibious. This also means that for obvious reasons they aren't allowed in Transports now.
This reminds me... Does the colony have to gather ore? Or do they use another resource?
They also gather ore. (Their excuse being they eat it for nutrients) Also the Colony's Miner can burrow in case your wondering how they'll bypass bodies of water. And they have access to more ways to increase their income.
