Just Rules aims at increasing the strategic options in RA3. It includes things like a more balanced upgrade system, revised protocols and build limits on each unit design to discourage spamming and encourage diverse unit formations and strategies.

Absolutely agree. Tesla suit is only a little larger than human, it is "large metalic outfit", this is like he sits inside like in the walker.
In RA2 is was an outfit but if you look at the RA3 concept art it is in fact a walker mech in RA3.
Entirely up to your interpretation, really. The poster you showed us did look as though it portrays the Tesla as a powersuit, but the poster is 2d, and scale may not have been very accurate. Besides, if you look at the head revealed in the helmet of Tesla, it doesn't seem like the person was that much smaller than his suit. But I don't mind it being a mech. Just give it some mech like movement and attack abilities and it'll be all set.
The thing that I really noticed about the art was not so much the size but the elbows and knees. They look mechanical to me. If you compare to two images Slye_Fox posted.
Anyway, I am going to change other things about it like its armor vs light weapons and such.
