Well if anyone is curious about the above question years later, you just need OpenMW. I did not use MGE. I did however, have the following line added to my settings.cfg for OpenMW well before I even downloaded this mod:
[Groundcover]
enabled = true
There is a space before and after the equals sign, this is how it should be. On windows, you can find this config file in \Documents\My Games\OpenMW
This is the most consistent groundcover mod I have found for OpenMW. However, there were a few floating patches around Seyda Neen that I have seen so far, but it is FAR less than any other mod I have tried. I just used the disable command in the console on these indivdual floating patches. This seems to be unique to Seyda Neen's cell, so it's likely a mod conflict, but worth noting nonetheless.
