Haha for some reason this scene makes me feel incredibly sad, make some super sad music as you walk into this room, HL2_song23_SuitSong3.mp3 would work well, then slow down the player with a player_speedmod, maybe have some flashbacks with people appearing looking out the window or something, that would be EPIC

This is an excellent recommendation, and may be the only excuse for an otherwise boring, wide open room.

Follow the suggestion, and do NOT string debris around the room. It should look totally stripped of any valuable items, then further stripped of any junk items, leaving the room totally bare and haunting. Perhaps make some ceiling lights and weathered wallpapers.

It's funny what people read into things. These are interesting ideas. This room, in its final form, will have more in it, and it'll have a purpose (a small rebel railroad station). But I like the idea of adding some bleak moments into the mod, like what you both talk about here. I'll see if that's something I can work in.

I have to agree with the suggestion Goldendeed had. Up the lightmap grid on the floor by a few points for better shadows. Put some broken lamps on the ceiling and yeah, you could get an atmospheric room. Granted it wont be something everyone will appreciate (sadly) but I'd like it. Because I can appreciate it.
