Perhaps there could be other citadels dispersed around the area?
I think Citadels are expensive.If I was the combine, I would focus on other things.

This is just of the Borderlands, so it's pretty unoccupied.
After all, it's nothing finalized.
Like as seen at the end of Half Life 2, through the portal, you can see some citadels there. The final mod will most likely have things like that.
Those rivers can be filled by water drained from earth :o
The reason I included the river was because if they had any water supply left, it would be acidic and.. dirty.
That's why they mainly took supplies from Earth. Because their homeland is deteriorating.

The combine have rift generators and dark matter reactors. Citadels are like 99 cents mayby. And they mine and have factorys in them etc, They are fully functioning industrial bases.
