One of the best underground Civ 4 mods ever, period. Most of the images are gone, the creator/creators haven't checked in many moons, and the links to download this mod are drying up. This is simply an upload by a fan, so that others can hear of the genius of this mod, get proper download links, and so on.

Description
To add insult to injury, the guy gets free city defense upgrades.
So you get a city defense upgrade to go with your city defense upgrade (See his Iraqi Republican Guard).
For extra fun, use that cheap civic upkeep to fund something that the real Saddam would be politically against.
Like um... A hippie commune? A free democray? Something religious?
