Are there going to be unit restrictions in multiplayer (i.e. some units not available in MoW multiplayer, only in single player).

Also, due to what I can only assume is massively epic programming and coding skills, how hard would it be (compared to stock MoW) to add a unit not included with this mod (Like the M10A1 or Pz38ts, if they aren't already included).

Adding custom units to the modification should be as simple as locating the files you want to copy, and placing them into the required folder. If its a vehicle, editing the set interaction tank file will be required to activate the correct movement sounds i.e treads, engines, stop and exhaust sounds e.t.c

In regards to unit restrictions, unless it was a rarely seen unit or vehicle, there will be no mandatory restrictions placed upon them.

Another question (off topic but I don't want to spam the forums with topics), I am willing to buy MoW:AS just because of the newer ballistics system (with tanks more resilient to shell penetrations and not dying instantly), and it would be helpful to know whether it will be included regardless in this mod.

I would suggest holding off buying MoW AS before playing the modification if shell ballisitics , flight characteristics and armor performance are your main concern, all have been vastly overhauled in 'Totaler Krieg', more so than MoW AS or any other modification available to date.
