Nice to see new mods popping up now and then, even after more than 10 years after CoH came out! However, I'd like to point out some mistakes or small things that are easily fixable.

First of all, renaming your mod isn't that hard. All you need to do is rename "My_Mod.module" to "whatevernameyouwant.module" and the folder to "whaevernameyouwant". Then, open up that .module file with any text editor and use Ctrl+H (replace), replace "My_Mod" with "whatevernameyouwant". That's all for renaming !

I'm still looking for the locale fix (it involved editing .module file and putting locale file in "My_Mod\Locale\English"), so users of your mod wouldn't need to mess around with original CoH files just to get a small mod working.
