If you are asking 'where do you find them?' then I can tell you they are the soldiers in the patrols leaded by necromancers. You will be able to face them if you find them on your travels.
Oh my wow, I always wanted a Fantasy-Heavy setting for Mount&Blade. This is just great, something that isn't a peasant or raider that wants to kill me. Can't wait to ride these into the dust!
Will there be actual magic though?
Necromancy could be for recruiting soldiers after each fight. The most powerful enemies raise as powerful undead. That way you can recruit an army without ever needing to visit any village making you a feared Necromancer Lord with more and more armies falling to your blade as the kingdoms try to stop the coming darkness. The downturn is that you are at war with anyone for using this Dark Art and you need to do penance and remove all undead again before you are allowed to discuss peace.
A necromancer would have to be quite powerful (have a lot of experience) in order to raise as many undead as dead he finds after battle. In fact the only necromancers able to raise them just after battle are the ones from Obraga. That's why they are a pain in the neck for the Crusaders of Purification.
Dunno, I hope somth can be done about that. But all this should come after our highest priorities.
I have very little, and when I say that I mean none, but I always thought that a "good" way of making necromancers viable (if say, you are planning to be one from the very start) would be to make an off-screen Neutral city, like Zendar in the earlier versions of M&B which you could access via the camp menu...it was always just a theory you understand.

So can we be necromancers??? that would be the greatest thing if we are able to be one.
Not yet. But I hope it will be possible in the future. For now we have them only as enemies.
