Ranged low tier units of the Independent Lands.
And here is the cannon fodder. I the Total War games I love to send in a squadron of troops like this to irritate my enemies while i send my cavalry for a surprise attack on the flanks or from behind.

Shogun 2 is going to be so epic! Too bad my comp can't handle it :-(
