This is the exact HFM mod, but with some new decisions and events for Mexico, allowing you to make Mexico actually potential for reaching 1st rating on world powers. But don´t be scared, you can still play the USA with this mod and Mexico would be as nice and peaceful as ever, so go ahead, this is practically just a harmless expansion!
