Kinda looks like a victory to me. The Prophet is congratulating them and blathering about how the Gods are pleased and how the warriors are on the path to ascendance in the Great Journey.

I think half the room should be divided into 1/2 elite and 1/2 brute to symbolize the separatist research split and loyalist research split

elites are cooler than brutes. The halo 2 brutes come close thoug, always thought the rampage thing was cool and wondered why they removed it and basically made bigger elites in halo 3
I agree with Bornstellar, maybe if they were all waving their swords it would seem like a victory screen

It's a fleet master and field master. Basically the elite equivalent of an admiral and general.
I liked the old Covie victory better. The Fleet master was you. I do understand the new one, however.
More than a victory, this seems to be an image that could be placed as some research.
I like it. Much less chaotic than the old one.
