According to a Youtube video(and personal experience) the AI(and not just the one you're fighting) HATES you conquering other cities, even if you're not the aggressor and even if you're simply taking your lands back.

There was a bug in the code(that a youtube video helped me fix) that treated occupied cities as if you had sacked them(I only want to be disliked if I sack cities, not occupy, don't you?) so I made this mod for you who wish a nicer vanilla experience!
